This is a great question.
There are several ways actually... but here are a couple of ideas...
1) Offer them something free. Give the visitors to your church a New Testament or other item as a free gift when they come for the first time.
2) Train your greeters to be friendly, smile and shake people's hands. Also try to get eye contact with these guests when they first meet.
3) Offer services that reach out to people in your local community -- like marriage counseling, tax advice, debt elimination services, etc.
